Incompetence in the most basic of tasks

Took my SUV in for a state inspection and tire rotation 01Aug. I called ahead and reserved a time which a female receptionist who was nothing but helpful during my experience. Despite having an appt, a 15-20 min service took over an hour (what’s the point?). Background: I typically do my own basic maintenance as I have all the necessary tools and experience, this time I opted to pay someone as I was traveling out of town the next day and didn’t want to be out in the 90* plus heat (wishful thinking). the last time the wheels on my vehicle were touched was by me, checking the lug torque 1-2 months before and the tire pressure merely hours before I took it to this shop so I was well aware of the condition they were in. As far as the service goes, whoever performed my tire rotation isn’t fit to be in a garage…When I got home I check what the lugs were torqued to…Toyota calls for 76 ft-lbs, well…my torque wrench only goes up to 150 ft-lbs and they still wouldn’t budge so my grease monkey went ape shit and torqued 19/20 lugs to 200-250% of mfg specs with a pneumatic tool potentially compromising the integrity of the threading, possibly worse. I say 19 because one lug wasn’t torque torqued at all. 5 lugs were marred to the point I had to use a 2lb hammer to beat a 21mm impact socket on to remove and re-torque correctly. And to top it all off, the bozo scratched up all 4 of my wheels leaving circular scratches on 13 of my SUV’s 20 lug holes. So as it stands I paid over $40 for someone to damage my vehicle and preform work that I had to correct myself out in the 90* heat I was trying to avoid…Dissatisfied is an understatement.
