Filter housing had to be removed to access the part. Called some machine shops, no luck.

Dropped off the the air filter housing, done in an hour. The mechanic waiting for parts fixed for us in less than 30 minutes, their minimum labor charge.
No one else including central Phoenix Toyota dealer would touch it.
